Section 5-04.04 of the Stockton Municipal Code requires any person or business that conducts business in the city limits of Stockton to have a business license.

Business license requirements

To obtain a business license:
1. Fill out an application/from (download above). Print one copy for the City and a copy for your records. Or pick up an application from the Finance Department in City Hall (425 N. El Dorado Street, first floor).

2. Return the completed application to Administrative Services, Business License Division, at City Hall (1st floor), City of Stockton, 425 N. El Dorado Street, Stockton, CA, 95202, or mail to City of Stockton, P.O. Box 1570, Stockton, CA 95201-1570

Note: If you have a question regarding a Home Occupation Permit (H.O.P.), please contact the Community Development Department - Planning, at (209) 937-8266.

The Finance Department is open Monday - Wednesday and every other Friday 10:00 am - 3:00 pm, Thursday 10:00 am - 5:30 pm.

License fees are based on a percentage of your company's annual gross receipts, or they can be based on a flat rate (or a combination of both) depending on your business activity.

More information about the fees for various activities can be found below:
Late Penalties:
  • Penalties accrue @ 15% per month of business license tax due, to a maximum of 60%.
  • Plus, you may be required to pay 25% additional penalties for engaging in a profession, trade, calling, occupation, or business in the City of Stockton without the required license.
