General Plan
The General Plan is required by the State of California to guide city growth, land use, infrastructure and planning for city services. Stockton's planning area boundaries generally extend to Armstrong Road and Live Oak Road on the north; Jack Tone Road on the east; Roth Road on the south; and the San Joaquin River, Burns Cutoff, Stockton Deep Water Channel, Fourteen Mile Slough, and the Bishop Cut on the west.
The 2035 General Plan provides guiding policy for all growth and development within the City. The City's General Plan addresses new and existing areas as a series of distinctive neighborhoods and villages and to guide growth and revitalize districts and corridors.
The General Plan consists of eleven elements that address both State-mandated planning issues plus optional subjects that are of particular concern with Stockton. These elements are:

- Health and Safety
- Housing Element
- Land Use
- Natural and Cultural Resources
- Public Facilities and Services
- Recreation and Waterways
- Transportation and Circulation
- Youth and Education
City Council approved the 2035 General Plan on December 11, 2007.
