Rates & Discounts
Rates for Solid Waste & Recycling Collection
The current rates for solid waste collection services have been approved by the Stockton City Council. The City's two franchised waste haulers (Allied Waste and Waste Management) are authorized to charge these rates for all residential and commercial services as listed.
Annual Rate Increases and Adjustments
The City's contract with your service provider requires an automatic annual rate adjustment each year on June 1. The adjustment equals 50% of the change in the Consumer Price Index (CPI) over the previous one year period. The CPI increase was calculated to be 0.45 % of the current rates, thus, all current rates for waste services will be increased by 0.45% starting June 1, 2011. Stockton residents and businesses can expect a written notice of this annual rate adjustment via utility billing mail insert or bill imprint 30 days prior to the increase.
Billing for Solid Waste Collection Services
Residential customers are billed monthly for garbage and recycling services. The monthly charge is based on the size of your trash cart as demonstrated in the rates listed in the rate schedule. A 60-gallon cart for recycling and a 90-gallon cart for green waste and food waste combined are provided at no additional charge.
Residential customers with questions about their bills should contact the appropriate billing department (California Water Services (209) 547-7900 or City of Stockton (209) 937-8295). If you are unsure who provides your billing service, you may use the City's About Your Address feature to determine which company handles your service.
Commercial businesses are billed directly through their service providers. All billing questions should be directed to the appropriate service provider.

Discounts are available to residential customers for garbage collection services only. In order to qualify, your residence must be within City limits and the bill must be in the name of the qualifying customer.
