Neighborhood Renaissance Program

University Neighborhood

The University Neighborhood is the first of 38 neighborhoods in Stockton to complete a Neighborhood Improvement Plan (see map and plan below).  It is located within the Civic Center Service District with a wide mix of assets and challenges.  The neighborhood currently benefits from a number of community groups including University of Pacific outreach programs and the Miracle Mile Improvement District.

The pilot project has given staff the experience to refine their business strategy and better understand the team approach to service delivery.  This is key to allowing the program to expand to other neighborhoods.  The City must learn how to effectively integrate every department’s resources into the program. NRP is not an additional task; it is simply a different way of doing the things they already do.

The final University Neighborhood Renaissace Plan is available by clicking on the report cover above.  This is the culmination of the Neighborhood Action Committee's work of the past year and outlines the visions and goals for neighborhood improvement.  The City Planning Commission and City Council both approved the plan in December 2009.


The University Neighborhood Action Committee met for the last time as the UNAC on November 19, 2009 to select committee members for the on-going citizen committee that will take on implementation of the Plan and further improvements for the University Neighborhood. 


Preparation for presentation of the University Neighborhood Renaissance Plan to the City Council took place at Neighborhood Meeting #7 (click here for summary) on September 10. 


The Neighborhood Action Committee started working on what an on-going committee of activated citizens to keep communications with the City going and oversee implementation of the Action Plan would look like at Neighborhood Meeting #6 on August 6. 


Neighborhood Meeting #5 was held on June 18 at First Baptist Church.  The draft University Neighborhood Renaissance Plan was presented to the committee for comment.  The final plan will be unveiled at the August 6 meeting and the Action Committee will begin preparation for presenting the plan to both the Planning Commission and City Council.


A second Community-Wide Meeting was held on April 16. Participants votes on the neighborhood improvement ideas developed so far to determine which ones were most important and should end up in the final plan. Click here for a summary of Community Meeting #2.


Improvement ideas were narrowed down to those most important to the action committee at Neighborhood Meeting #4 held March 5 on the UOP campus.  These themes will be the subject of the upcoming Community Meeting in April.

Neighborhood Meeting #3 was held on December 4 at the UOP Library.  The action committee refined improvement ideas and framed the beginnings of the Neighborhood Improvement Plan.  Click here for the Emerging Plan Framework document or the Community Responses document from the meeting.


A University Neighborhood tour was conducted at Neighborhood Meeting #2 on November 1.  Booklets were distributed to participants and comments regarding pedestrian accesses, traffic patterns, commercial and housing mixes and general aesthetics were collected and compiled by MIG (the consultants).  Click here for the tour comments that were collected.   TOUR PHOTOS!

Neighborhood Meeting #1 was held on October 9 at St. Joseph's Hospital.  The ideas generated at the first meeting were further refined into eight "boxes" as depicted in a second "Wallgraphic."

Community Meeting #1:  Close to 50 residents and business owners attended the first Neighborhood Community meeting in early September. The group brainstormed on both the assets and challenges of the area.  A "Wallgraphic" was created to record ideas generated at the meeting.
